Apparently Empty Void can perceive the One Punch Man universe in 5 dimensions through a 3 dimensional perpective. That explains the bubbles coming from the light that is the One Punch Man universe and the bubbles are different points in time and space within that same universe. The 5th dimension can be visualized as the many if not all the different possible scenarios(timelines) within an universe(in this case the OPM universe). The 3d perspective is what allows him to achieve his dimensional slashes within a place and time of his choosing.

Can I just say that saitama has shown many different superpowers other than super strength. He has grabbed garou's portals, he touched the cube of god and felt nothing whatsoever, proving that god's power cannot affect him, and, in my opinion the most slept on ability he's shown is precognition to a certain extent, being as with the dream he had of the fight with the underworlders, he woke up to find it didn't happen, but then only shortly after he woke up, they DID actually show up. This makes no sense considering how the series likes to properly lay a fine line of who can do what. And in the figt with orochi it shows the corpses of the underworlders who were actually living there.
